We cant move the moon base, it has to do with the distances between our bases, and the fact that the sameside of the moon always faces earth.

uh...we got to the moon didn't we? same method, longer journey...i'll go in advance and set up a teleportation pad, make sure you wear life support systems(space suits lol)

I would like to relocate our secondary base to an underground section of mars, I need a trillion dollars to do so but I can improve equipment and some security features...I can even install holographic keypads!
I will keep the old base there as a means of tertiary base, or make the mars one tertiary :)
