Yes only the author of the level get the stats (and the awards) associated to a level. S/he 's responsible for the level and what is inside.

i have no idea , i only know one official cola level (from OH_bebe and paulwalrus) but they both yet got the award...

When A Member On BL Create A Comm. Level Ãnd The Level Is Official Then Become The Comm. Level Creator The Award For Official Level. Right?
And When Become The Editors From The Comm. Level The Award Too?
