  I agree with the others. 1-2 dummy blocks would have been enough along with the original number of blocks.

  I agree with CD. Too many dummies, plus the perimeter is unnecessary. C1, try urself these changes (delete perimeter and 4-5 dummies) and you will come up with a great level which could earn a 5/5. Right now the design gets all the points in my opinion. 3,5/5 with a 0,5 bonus to you C1...therefore 4/5.
