  Because the prefix [un] as in untitled unfinished or undone is used on uploaded levels that are not ready to be evaluated.
It is approved and the scores reset.

But why ca'nt the title be Untitled?

  I solved the level and it is good. But it can't be accepted until you chose a title. Untitled is not allowed as a name.
