Regardless, gamelover, there IS a free flash alternative... though it may not be as useful as the actual Flash. :_

It's called FlashDevelop, google it. :/

  @Gundu: To draw circles, you would need to use the drawCircle function, assigning the Y and X values to the mouseY and mouseX values.

Well, that's how it is for AS3. Seeing how Flash 8 only supports AS2 (Or so I heard), I'm not sure it would work.

  Gl, you can download the free Flex SDK, along with the lovely free FlashDevelop IDE, and then you have a neat development environment in which you can make nearly any Flash game imaginable. The only thing is, it's completely code-based. You don't have access to any of Adobe's animation or drawing tools.
