How about you make that the powerups after some time dissapear so that you can only hit a crertain number of Pu's in a few seconds ?
This could be turned into a minigame if you could put them on certain patterns and add stars.

if the powerups so many and have unlimited time , the turtle will easily dead !

random powerups worked well, a few years ago.
But you can really make this better, also very unoriginal BG.
