What makes this level easier is the fact that there's only one thing you can move and that the only challenge, the direction you have to choose, is indicated by the rest of the level.

Due to that, the first 4 moves should be obvious. The next thing to do is to get the sealed off block back to the next part of the level where the other block is.

You're at 7 moves now. The rest should again be obvious, finishing the level at 16 moves.
