It's correct: when two blocks with numbers 2/more stay next to eachother they make a combination each move. (The number indicates the times you have to combinate a block.)
@Simon: maybe I didn't understand how combo blocks work. Please try this
- move the middle orange block (9) down
- then move the right orange block (4) down and see what happens...
