  Because the powered finish is in the bottom layer, and using layer linkers will make the level very slow (there are already many cables and gates in the level now).
And putting ices cover the finish will influence the appearance.

  Yeah but Sherlock, why don't you put ice under the powered finish?

  In that version you can also make a cheat, Treazer. :)
'Cos you can just let the mouse stop at the finish instead moving your mouse in those metal plate. And what's worse, after then you can make casual clicks to finish the level in a short time.

  Sherlock, you showed me the level before it was evaulated and it was with a powered finish. With that way, you couldn't cheat. I don't know why you changed it.
