  Actually, the rules are totally easy to understand, but the way chase wrote it, is very confusing...

1) Someone posts "Knock Knock!" to start the joke.

2) Someone else answers "Who's there?".

3) Another person posts the answer. ( X = answer )

4) A person asks "X who?".

5) The last person posts the final answer for the completeness of the whole joke.

A possible scenario:

A: Knock Knock!
B: Who's there?
C: Cows go.
D: Cows go who?
E: No, cows go moo!
