If you can bring in some of the whites to be adjacent to the blue goals, that helps a lot.
For example, if you can get a blue block on the left goal (without another block to its left) and then move the white blocks on the left to the right, it means you can just return a blue block to that goal at the end.
Also note that there's a little more than twice as many white blocks as goals, so you really only need two sides worth of blocks to save for the white goals.

All your late levels CD are very well thought and extremely fun to play. This one however deserves an extra credit because it is one of those (few) levels which at first glance give you the impression that there are a lot of dummies and would be easy to solve but eventually you realize it needs way more thinking and strategy. if possible 6/5. i still believe there is a lot more room to optimize.
