For this one, it may help to think about the conditions which you need to meet to finish the level. (For example, how many moves you need to have left on each of the blocks at each section, the possible arrangement which makes it possible to complete)

Thanks! I wish I could make a follow up, but I fear that I might mess it up - so I'll leave it at this for now (though I do have a few follow up ideas)
