The moves to be made are "THREE each three";
this riddle explains as you will see!

SPOILER

Red leads off in a move that is strong,
as the green west wind carries yellow along:
It may appear that all is lost,
but continue you must at any cost:
Yellow retreats when green takes flight,
but red regroups them with colors just right:
Do all of this without confusion, and you will have a 9 move solution!
