If you want to do it quickly, its ALL about the timing in the jump. You need to jump on the beginning curve up the hill, and then land on the hill ever so slightly, that you will get traction, and then be able to pull yourself up.

For just the non-jump way, you have to go pretty fast, but not too much, and make sure the right-arrow key is pressed. Slow down at the moment before you loose traction (may need to experiment a few times) and then use the traction from the one wheel to get up. This is the basic way of getting up some hills.

Otherwise, the fastest way is to jump, but it takes timing. The idea is to keep traction by keeping the right arrow pressed, so you can keep your front wheel in par with the ground -- no bouncing, or over-speed, or you will stray away from the course! But both ways pretty much require you to press the right arrow button when going up the hill.
